Our Commitment to Fair Housing
Haven Bureau is committed to the letter and spirit of the Fair Housing Act (Title VIII of the Civil Rights Act of 1968, as amended by the Fair Housing Amendments Act of 1988). We believe that every person deserves equal access to housing opportunities regardless of their background, and we are dedicated to ensuring that our referral services uphold these principles at every stage.
As a luxury real estate referral and marketing service, Haven Bureau connects prospective buyers with independent licensed agents across our service areas, including Palm Springs, Lake Tahoe, Scottsdale, and Park City. We do not act as a brokerage, but we recognize that our role in the real estate process carries a responsibility to promote fair and equitable housing practices.
Federal Fair Housing Protections
Under the Fair Housing Act, it is unlawful to discriminate in the sale, rental, or financing of housing, or in the provision of brokerage services, based on the following protected classes:
- Race
- Color
- Religion
- Sex (including sexual orientation and gender identity, as clarified by the Supreme Court and HUD guidance)
- National origin
- Familial status (including families with children under 18, pregnant persons, and persons securing custody of children)
- Disability (physical or mental)
These protections apply to all aspects of residential real estate transactions, including advertising, showing properties, negotiating terms, and providing referrals. Haven Bureau strictly adheres to these protections in every facet of our operations.
State and Local Protections
In addition to federal protections, Haven Bureau complies with all applicable state and local fair housing laws in the jurisdictions where we operate. These laws often extend protections beyond the federal baseline. Examples include:
- California (FEHA): Sexual orientation, gender identity, gender expression, marital status, source of income, genetic information, immigration status, primary language, and military or veteran status
- Nevada: Sexual orientation, gender identity or expression, and ancestry
- Arizona: No additional state-level protected classes beyond federal law, though certain municipalities may provide additional protections
- Utah: Source of income, sexual orientation, and gender identity (in certain municipalities including Park City and Salt Lake County)
Where state or local law provides broader protections than federal law, Haven Bureau follows the more protective standard.
How Haven Bureau Ensures Compliance
As a referral and marketing service, Haven Bureau takes the following measures to ensure fair housing compliance throughout our operations:
- All marketing materials, property descriptions, and communications are reviewed for compliance with fair housing advertising guidelines
- Our referral matching process is based solely on buyer preferences related to property type, location, price range, and lifestyle needs — never on protected class characteristics
- We do not steer or direct clients toward or away from particular neighborhoods or properties based on the demographic composition of those areas
- All team members receive fair housing training and are held accountable for compliance
- We maintain transparent processes and documentation for all referral activities
- Our digital platforms and content are designed to be welcoming and accessible to all prospective buyers
Requirements for Partner Agents
Haven Bureau carefully selects independent licensed agents to join our referral network. As a condition of partnership, all agents in our network must:
- Hold a valid real estate license in their state of practice and maintain good standing with their state regulatory authority
- Comply with all federal, state, and local fair housing laws in every transaction
- Complete fair housing training and stay current with evolving legal requirements
- Treat all clients and prospective buyers equally, providing the same quality of service regardless of protected class characteristics
- Refrain from discriminatory practices including steering, blockbusting, redlining, or any form of differential treatment
- Report any potential fair housing concerns or violations to Haven Bureau immediately
- Display the Equal Housing Opportunity logo in their marketing materials and offices as required by law
Haven Bureau reserves the right to terminate any partnership with an agent or brokerage found to be in violation of fair housing laws or our own fair housing policies.
Reasonable Accommodations and Modifications
Under the Fair Housing Act, individuals with disabilities have the right to request reasonable accommodations in rules, policies, practices, or services, as well as reasonable modifications to the physical premises, when such accommodations or modifications are necessary to afford equal opportunity to use and enjoy a dwelling.
Haven Bureau will work with our partner agents to ensure that all reasonable accommodation and modification requests are handled promptly, respectfully, and in full compliance with the law. Filing a Complaint
If you believe you have experienced housing discrimination in connection with Haven Bureau's services or through one of our partner agents, we encourage you to take the following steps:
- Contact Haven Bureau directly: Email us at info@havenbureau.com with a description of the incident. We take every complaint seriously and will investigate promptly.
- File a complaint with HUD: You may file a complaint with the U.S. Department of Housing and Urban Development (HUD) online at www.hud.gov/fairhousing, by calling the Fair Housing Complaint Hotline at 1-800-669-9777 (TTY: 1-800-927-9275), or by mail to the Office of Fair Housing and Equal Opportunity, U.S. Department of Housing and Urban Development, 451 7th Street SW, Room 5204, Washington, DC 20410.
- File a complaint with your state agency: California residents may contact the Department of Fair Employment and Housing (DFEH) at www.dfeh.ca.gov. Nevada residents may contact the Nevada Equal Rights Commission. Arizona residents may contact the Arizona Attorney General's Civil Rights Division. Utah residents may contact the Utah Antidiscrimination and Labor Division.
- Consult a private attorney: You have the right to file a private lawsuit in federal or state court within two years of the alleged discriminatory act.
You do not need to file a complaint with Haven Bureau before contacting HUD or your state agency. All avenues of complaint are available to you simultaneously, and exercising your rights will not result in retaliation of any kind.
